Slight Difference in Tile Colors

Tenant complained of a reduction in services based on missing bathroom wall tiles. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that the new tiles didn't match the old ones. The DHCR ruled against tenant. An inspection showed that the tiles were replaced properly and that there was only a slight difference in color between the old and new white tiles.
