Skylight Sealed Off

Rent-stabilized tenant complained of a reduction in services because a skylight had been sealed off. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that it couldn't replace the skylight since it was sealed off by a third party. Regardless of who sealed off the skylight, landlord has an absolute responsibility to provide required services to tenants at all times unless and until landlord applies, and gets approval, for modification of services.
