Sidewalks Swept Once Each Day

The DOS gave a violation notice to landlord for a dirty sidewalk. Landlord claimed that the sidewalk was swept daily around 4:00 p.m. when he returned from work. Landlord claimed that a tree had fallen on his neighbor's property and had been moved to his property. Also, children had broken his trash bags to collect cans. The ALJ found that landlord didn't make reasonable efforts to clean and fined landlord $50. The ECB dismissed landlord's appeal; sweeping once a day wasn't enough to rebut the inspector's finding.
