Sidewalks Must Be Swept Weekends and Weekdays

On a Thursday afternoon, the DOS issued a notice of violation to landlord for a dirty sidewalk. The ALJ fined landlord $50, and landlord appealed. Landlord claimed that the sidewalk in front of the brownstone building was thoroughly swept on weekends. During the week he'd pick up litter. Landlord claimed that on the day he got the violation, it was extremely windy and litter was blown from down the street. The ECB denied landlord's appeal. Weekend sweeping alone is never sufficient.
