Sidewalk Problems Corrected

Tenant complained of a reduction in building-wide services based on needed sidewalk repairs. The DRA ruled for tenant after an inspection, and landlord appealed. Landlord argued that repairs couldn't previously be made due to severe weather conditions, that repairs had since been made, and that the DHCR should reconsider. The DHCR sent the case back and the DRA ruled for landlord. Tenant then appealed and lost. The case had been properly reopened after landlord raised a legitimate claim regarding its efforts to make repairs.
