Sheetrock Installed as Part of Renovation

Tenant complained of a rent overcharge. Landlord submitted proof of apartment improvements made before tenant moved in, which cost $36,000. The DRA ruled against tenant. Tenant appealed and lost. Landlord made bona fide improvements, including installation of Sheetrock in connection with a room renovation. Landlord's installation of a new kitchen floor was also a valid improvement, since it was done as part of a kitchen renovation. And landlord did electrical work in the apartment that wasn't part of a building-wide MCI.
