Sheetrock Installed as Part of Bathroom Renovation

Tenant complained of a rent overcharge. The DRA found no overcharge and ruled against tenant. Tenant appealed, questioning the 1/40th improvement costs submitted by landlord to the DRA. Among other things, landlord installed Sheetrock. Tenant claimed that this was ordinary maintenance. The DHCR ruled against tenant. While Sheetrocking itself may be considered normal repair and maintenance, here, landlord installed Sheetrock for two entire bathrooms and two full shower stalls. This was part of bathroom renovation work and qualified for the 1/40th rent increase.
