Sewer Line Replacement Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on sewer main replacement. The DRA ruled against landlord, who appealed and lost. It's the DHCR’s established position that sewer line installation doesn’t qualify as an MCI. This was true despite landlord’s claim that it had to replace the existing sewer line after it was damaged by the NYC Parks Department.
