Services Unaffected by Decrease in Number of Building Employees

They claimed that landlord had fired, and didn't replace, certain building employees. The DRA dismissed tenants' complaint, and tenants appealed. The DHCR denied tenants' PAR. An inspection showed that there was a resident superintendent at the building, that the building was well kept, and that janitorial services were adequate.

An inspection showed that there was a resident superintendent at the building, that the building was well kept, and that janitorial services were adequate. The building's front desk was also staffed on a 24-hour basis; this staff handled the switchboard, mail, and packages. Although the number of building employees had been cut, there was no decrease in building services.
