Services Restored After DRA Order Issued

Tenant complained of a reduction in services based on several conditions. The DRA ruled for tenant and reduced his rent after inspection showed that the oven door didn't stay closed, brown stains covered the entire bathroom ceiling, there was a crack around the bathroom ceiling fixture, the bathroom window was loose in its frame, and tenant's intercom wasn't working properly. Landlord appealed, claiming that the conditions had now been corrected. The DHCR ruled against landlord. Landlord never answered tenant's complaint.

The DRA gave landlord 45 days to answer and then gave landlord another 21 days through a reminder notice. Landlord must file an application to restore rent.
