Services Not Fully Restored

Tenants complained of a reduction in building wide-services concerning the roof door and other security issues. The DRA ruled for tenants and reduced their rents. The DRA found that the roof elevator room was open, the roof door wasn't level and had no lock, there were leaks and peeling plaster/paint at the bulkhead, and there was no lock in the lobby above the window. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. Landlord only partially restored services.
