Security Guard Service Restored Before Inspection

Tenant complained of a reduction in services based on reduced security guard services. He said that when he moved into the apartment in 2000, there was a security guard seven days a week for 10 hours a day. He claimed that this service was reduced two months before he filed his complaint. The DRA ruled against tenant. Tenant appealed and lost. Landlord produced payroll records showing that in 2000, security guard service was provided for eight hours a day, five days a week.

Landlord produced payroll records showing that in 2000, security guard service was provided for eight hours a day, five days a week. In late 2002, security guard service was supposed to be provided for the same days and hours, but on some occasions less service was provided. But for the first eight months of 2003, service again was provided five days a week, eight hours a day. Since service had been restored before the DRA inspected the building, the complaint was properly dismissed.
