Sealed Skylight Wasn't Reason for Rent Cut

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later asked for rent restoration based on restoration of services. The DRA ruled against landlord because a bathroom skylight remained sealed. Landlord appealed. Tenant didn't complain about the skylight in her original complaint. And although tenant filed a PAR of the DRA's order based on the sealed skylight, the DHCR denied tenant's PAR because she hadn't raised the issue in her complaint. Landlord's rent restoration application was granted.
