Rusted Steel Beams in Garage

Tenants complained of a reduction in building-wide services. The DRA ruled against tenants. Tenants appealed, claiming that the DRA should have ordered a rent reduction for its finding that steel beams were rusted in the garage. The DHCR ruled against tenants. This was a minor condition that didn't warrant a rent reduction. It didn't interfere with the use of the garage or the assigned parking spaces. Tenants could file a complaint with HPD if they thought rusty beams indicated a more serious structural problem.
