Rotted Exterior Window Frames

Tenant complained of a reduction in services based on drafty windows. The DRA ruled against tenant, and tenant appealed. The DHCR again ruled against tenant. An inspection had shown that landlord had installed new windows in every room except the bathroom and that there were no drafts from any of the windows. By itself, the rotted exterior window frame in the bathroom was a nonhazardous, minor condition that didn't warrant a rent reduction.
