Roof Was Installed in Unworkmanlike Manner

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord, finding that the roof installation was done in an unworkmanlike manner. Landlord appealed and lost. While an inspection showed the roof to be in fair condition, there were ceiling leaks in three of the six top-floor apartments after the roof was installed. This showed that the roof was installed in an unworkmanlike manner.
