Roof Insulation Costs Included

Landlord applied for MCI rent hikes based on roof installation and related roof insulation. The DRA ruled for landlord in part, granting the increase for roof installation only. Landlord appealed and won. The DRA improperly denied the directly related cost of the roof insulation based on a missing certification. The cost was clearly documented by landlord, in accordance with DHCR Policy Statement 90-10, and so it qualified.
