Roof Inspection Not Needed

Landlord applied for MCI rent hikes based on the installation of a new boiler/burner and a new roof. Tenants objected to the MCI increases. They requested an inspection to support their claim that the new roof was defective. The DRA ruled for landlord without inspecting the roof. Tenants appealed and lost. Tenants didn't claim any specific defect in the roof. They just stated that they didn't think a new roof was installed, only tar paper. The DHCR ruled against tenants.
