Roof Alarm

Tenants complained of a reduction in a number of building-wide services. An inspection confirmed the existence of a number of defective conditions, including a defective roof alarm. The DRA ruled for tenant, reduced rents, and directed landlord to restore services. Landlord appealed, claiming that a roof alarm wasn't a required service. The DHCR ruled that the roof alarm was a required service because landlord had installed the service in 1987. Since landlord provided this ancillary service, landlord was required to maintain it---especially since the alarm was a security device.
