Landlord applied for MCI rent hikes based on a number of improvements, including building-wide rewiring. The DRA ruled for landlord in part, exempting two apartments. The DRA found that the rewiring work in those two units wasn't properly completed. Landlord appealed and won. DOB had signed off on the electrical work, which included installation of new risers and feeders from the property box to every apartment that were of sufficient capacity to accommodate the installation of air conditioning circuits and outlets, as well as two double outlets in each kitchen to accommodate heavy duty appliances. If tenants had complaints about wiring within individual apartments, they could file complaints with the DHCR based on a reduction of required services.
