Rewiring Not Done in All Apartments

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord because rewiring wasn't done in every apartment. Landlord appealed and lost. Landlord claimed that it did rewiring in 14 out of 15 apartments. Rent registration records showed that there were 16 apartments in the building. But whether there were 15 or 16, landlord still didn't do rewiring in all the apartments. So the work didn't qualify as an MCI.
