Resurfacing of Front Entrance Doesn't Qualify

Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord in part, approving increases for a number of items but disallowing an increase for concrete resurfacing. Landlord appealed and lost. Although resurfacing an entire courtyard within the property line would qualify as an MCI, landlord's resurfacing of the front entrance didn't qualify. The DHCR pointed out that it has similarly disallowed an MCI increase for the resurfacing of a sidewalk.
