Replacing Tiles with Alternative Surface Covering

Landlord asked the DHCR if it could replace bathroom tiles in tenant's apartment with an alternative surface covering such as fiberglass panels. The DHCR told landlord ''maybe,'' and that approval would depend on two factors: (1) whether the panelling was to be used for only a portion of the room, diminishing its esthetic appearance, or whether all tiles would be replaced; and (2) whether the substitute surface covering functions as well as tile. Also, since bathroom tile is a required service, landlord must get the DHCR's approval before making any substitution.
