Repairs Not Done in Workmanlike Manner

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. The DRA later granted landlord's application for rent restoration based on an inspection showing that the vestibule door lock had been fixed. Tenant appealed, claiming that the vestibule door lock still didn't work. The DHCR ordered a new inspection, because in another case from the same building, an inspection showed that the door lock now worked, but that the door didn't close properly.

The new inspection in this case showed that the door worked, but that there was no key cylinder for the vestibule door. The DHCR ruled for tenant. Although the door lock worked, the repair wasn't completed in a workmanlike manner because there was no functioning key cylinder.
