Landlord applied for MCI rent hikes. Landlord claimed it painted the entire building, reset coping stone, repaired decorative gables, removed and rebuilt part of the rear parapet wall, and covered existing wood fascia with aluminum. The DRA granted landlord's application for covering the wood fascia with aluminum but denied the other items as necessary repairs and routine maintenance. Landlord appealed. The DHCR ruled against landlord, finding that the other items weren't building-wide in nature and didn't constitute MCIs.
