Rent-Stabilized Tenant Overcharged Roommate

Rent-stabilized tenant's roommate complained that he was overcharged by tenant. The DRA ruled for the roommate and ordered tenant to refund some overcharge. Tenant appealed and lost. Tenant shared the apartment with roommate for four months and charged roommate $900 per month. But roommate's 50 percent share of the legal rent was $650. By agreement, tenant also charged roommate a share of utility charges. So the total overcharge was $250.
