Tenant complained of a rent overcharge in 1986. Tenant claimed she was being charged $275 per month and was being treated as a rent-stabilized tenant. Tenant had lived in the apartment since 1934 and claimed she was rent-controlled. The DRA ruled against tenant, and tenant appealed. The DHCR again ruled against tenant. The building had been rehabilitated between 1981 and 1982. The building became rent-stabilized, and HPD had set new rents under the Private Housing Finance Law. The monthly rent set for tenant by HPD in 1982 was $275. Tenant was still paying this rent four years later.
