Rent Restored After Landlord Carpets Floors

The DRA granted landlord's application for rent restoration following the issuance of a rent reduction order. Tenant appealed, claiming that services hadn't been restored. Landlord had covered the floors in the apartment with carpeting. But tenant claimed that the floors themselves were still defective and that landlord had used toxic adhesive caulking to repair the floors. The DHCR ruled against tenant. DHCR inspection didn't find the floors to be defective or dangerous. Carpeting covered the floors and created no hazard.
