Rent Restoration Denied Because Intercom Not Working for Some Units

Tenants complained of a reduction in building-wide services based on an improperly working intercom system. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord because DHCR inspection found that the intercom still wasn't working in three apartments.  In response, numerous tenants responded that their intercoms still didn't work properly. So the DHCR inspected again and found that the system didn't appear to be working properly for all tenants.
