Rent Reduction Ordered for Reduced Hot Water Based on HPD Violations

Rent-stabilized tenant complained in March 2018 of a reduction in services based on inadequate heat and hot water. Landlord answered in April 2018 and claimed that the condition was corrected on the same day that HPD issued a violation. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost.  HPD records showed that violations had been issued for failure to provide hot water at all hot water fixtures in the apartment in August 2016, May 1, 2018, and May 25, 2018. So landlord's unsubstantiated claim was contradicted by the HPD record.
