Rent Reduction Ordered for Ceiling Conditions

Tenant complained of a reduction in services based on conditions in his bathroom and kitchen. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. The DHCR's inspector found no stains on the kitchen ceiling, but there was a four square-foot bulge near the window. In addition, while there were no stains on the bathroom ceiling, that ceiling had a 10 by 6 square-inch area of water blisters. In addition, the kitchen floor had a six square-foot area of mismatched tiles and a one square-foot area of missing tiles.
