Rent Reduction Order Issued Years Before Tenant's Complaint Freezes Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered landlord to refund $1,100, including interest. Landlord appealed and lost. The legal regulated rent on the base date four years before tenant filed his complaint was $750. But the collectible rent on that date was $702 because a prior DHCR order had reduced tenant's rent based on a reduction in services. The rent reduction remained in effect until May 1, 2006, when the rent was restored.
