Rent Reduction Order in Effect

Landlord applied for an MCI rent hike. The DHCR ruled for landlord. Tenant appealed, claiming that the DHCR shouldn't have granted an MCI rent hike because there was a rent reduction order in effect. The court ruled for tenant. Since there was a rent reduction order in effect, the DHCR couldn't grant an MCI increase. The DHCR should have corrected this error.
