Rent Reduction Order Applies Only to Tenant Who Signed Complaint

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant and reduced her rent. Tenant appealed, claiming that the DRA should also have reduced rents for 28 other tenants who signed a supplement to tenant's complaint. The DHCR ruled against tenant. Tenant alone signed the original complaint. The supplemental letter submitted by tenant didn't show that it was related to tenant's complaint and didn't show that tenants authorized tenant as their representative.
