Rent Reduced for Peeling Bathtub Enamel

Tenant complained of a reduction in services, based on missing and peeling bathtub enamel. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that tenant had reglazed the tub at his own expense. But this didn't excuse landlord's failure to provide required services. The DHCR's inspector had observed peeling enamel in the tub, as well as a two square-foot area of missing enamel at the bottom of the tub.
