Rent Reduced Based on HPD Hot Water Violations

Rent-stabilized tenant complained that she had no hot water in her apartment. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that hot water violations issued by HPD had been removed. But HPD documentation showed that only two hot water violations had been removed. A third hot water violation remained uncorrected, and landlord had submitted no proof to the DHCR that this violation was removed.
