Rent Overcharge Resulted from Outstanding Rent Reduction Order

Rent-stabilized tenant complained of rent overcharge. The DRA ruled for tenant and ordered landlord to refund $51, including interest. Tenant's rent had been frozen at $428 based on a rent reduction ordered issued on Oct. 1, 2013. The DRA also ordered landlord to file annual rent registrations for 2016 and 2017. Tenant appealed and lost. Tenant claimed that his rent was frozen at $409, not $428, and that landlord hadn't filed annual registrations since 2012. But the DRA correctly determined the rent level resulting from the rent reduction order.

Since tenant's rent was already frozen, no further action was needed concerning the missing rent registration.
