Rent Increase for Windows Reduced

Landlord applied for MCI rent hikes based on a number of improvements, including new windows. The DRA granted landlord's application, and tenant appealed. She argued that she was paying a rent increase for storm windows that landlord had installed four years earlier, which landlord later removed to install the new windows. The DHCR reduced the amount of the increase for the current window installation to partially offset the prior rent increase. The useful life of the prior storm windows hadn't expired.
