Rent Increase Granted for Second Successor Tenant

Tenant's family member complained that landlord refused to offer him a lease. He claimed that he was the second successor to prior rent-stabilized tenant. The DRA ruled for tenant, finding that his father was the first successor tenant. The DRA ordered landlord to offer tenant a vacancy lease. Tenant appealed, saying that landlord should give him a renewal lease. He did not deny that his father was the first successor tenant. The DHCR ruled against tenant.
