Rent Hike for New Roof Revoked Due to Leaks

Landlord applied for MCI rent increases based on the installation of a new roof. Tenants complained that the installation was poorly done and that there were leaks in several apartments. Landlord claimed that the leakage wasn't caused by the roof, but by the need for brick pointing. The DRA granted landlord's application, although it delayed the rent increase for a few apartments until landlord repaired the leaks. Tenants appealed, again claiming that the roof installation was of poor quality. The DHCR granted tenants' PAR. All seven of the top-floor apartments had leaks.
