Rent-Controlled Tenant's Daughter Gets Apartment

The daughter admittedly lived somewhere else with her mother when her father's (the tenant) statutory tenancy ended in 1974. But she then moved into the apartment and was there until at least 1987. The daughter was a family member entitled to pass-on rights.
