Rent-Controlled Tenant's Daughter Fails to Prove Succession Rights

Rent-controlled tenant's daughter applied to the DHCR in 2021 for a ruling that she had succession rights to the apartment after tenant died in March 2020. The DRA ruled against the daughter, who appealed and lost. The daughter claimed that she had lived with tenant in the apartment for more than two years before tenant died. But the DHCR found that the daughter didn't submit required documentation requested by the DRA to support her claim.

She submitted no voter registration information, driver's license, utility bills, income tax returns, or mail addressed to her at the apartment.
