Rent-controlled tenant complained of a reduction in services. An inspection confirmed the apartment conditions tenant complained about. The DRA reduced tenant's rent and ordered landlord to make repairs. Landlord appealed, claiming that tenant didn't request a rent cut. Tenant didn't check the box on her complaint form indicating her request for a reduction in rent. The DHCR ruled against landlord. Rent-controlled tenant doesn't have to apply for a rent cut when making a service complaint in order to get one.
