Rent-Controlled Apartments Misidentified as Rent Stabilized

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed, pointing out that the DRA incorrectly listed four apartments as rent stabilized. Two of those apartments were rent controlled and two were deregulated. The DHCR ruled for landlord, and sent the case back to the DRA to recalculate rent reductions for the rent-controlled tenants.
