Rent Administrator Incorrectly Reduced Tenant's Rent

Rent-stabilized tenant complained of a reduction in services because there was no lock on the entrance door to his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed and won. Landlord pointed out that the DHCR’s inspector found that there was a lock on the apartment entrance door. But the inspector also noted that the door dragged on the floor while opening and closing. This was the reason that the DRA reduced tenant’s rent, even though it wasn’t an item complained of.
