Removal of Clothesline

Rent-controlled tenants complained of a reduction in building-wide services based on, among other things, removal of a clothesline. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the clothesline wasn't a required service. The DHCR ruled for landlord. Removal of the clothesline was a minor service reduction that didn't warrant rent reductions. The $2.00 monthly rent cut was revoked.
