Relative in Tenant Interim Lease Building Can't Get Pass-On Rights

Tenant had lived in the building under HPD's Tenant Interim Lease Program. The court ruled for landlord. HPD's regulations didn't provide for pass-on rights under the Tenant Interim Lease Program. And tenants under this program aren't subject to the Rent Stabilization Law, so the pass-on provisions of that law can't be applied.
