Landlord's building contained six or more apartments. It was converted from a three-family building in the mid-1970s after being vacant and abandoned. Landlord asked the DHCR if the building was subject to rent stabilization. In an opinion letter, the DHCR said no. The building was exempt from rent stabilization by law since it was substantially rehabilitated as family units on or after Jan. 1, 1974. And the building wasn't otherwise subject to stabilization under J-51.
