Tenant complained of a reduction in services. The DRA ruled for tenant based on an inspection that found that laundry room washers and dryers weren't working. Tenant appealed, claiming that other conditions complained of still existed. Tenant had complained that landlord didn't designate areas for placement of recyclable and non-recyclable trash. The DHCR ruled against tenant. This condition, even if it existed, was minor. It didn't affect tenant's use and enjoyment of the premises. So there was no failure to provide required services.
