Project Completed More Than Two Years Before Applicant Filed

Landlord applied for MCI rent hikes based on the installation of new front doors, new windows, a new roof, pointing and bulkheads, and related cosmetic work. The DRA ruled against landlord because the work took too long to complete. Landlord appealed and lost. Although the work may have been done as a unified project, the last phase of the work was done more than two years before landlord filed its MCI application with the DHCR.
